These terms govern access to and use of the public CFLED website. They also provide a general framework for an enquiry or service engagement where an accepted proposal, order, or other written agreement incorporates them.

By using the website, you agree to use it in accordance with these terms. If a separately agreed written scope, proposal, order, platform term, or service agreement applies, its specific terms supplement these terms and take priority where there is a direct conflict.

CFLED is the Center for Financial Literacy, E-Commerce and Digitalization. The website presents CFLED's public-interest work and institutional activities in a Ghanaian operating context.

You may browse the public website and use its enquiry channels for lawful purposes. If you act for an organisation, you should have authority to submit information and discuss an engagement on its behalf.

You are responsible for the accuracy of information you submit and for keeping unnecessary confidential, sensitive, or payment-card information out of general enquiry messages.

CFLED's published areas of activity include:

• financial literacy programmes and learning systems;
• e-commerce marketplaces and institutional commerce systems;
• institutional digitalization and workflow systems;
• research, needs assessment, programme design, and advisory work;
• web, mobile, data, reporting, and related technology systems.

A service may be educational, advisory, digital, in-person, institutional, or a mixture of these, depending on the agreed scope. The website's general descriptions do not themselves promise a particular deliverable, delivery date, outcome, or service level.

Submitting an enquiry asks CFLED to make contact; it is not by itself an accepted order or a commitment to provide a service. CFLED may first need to understand requirements, availability, responsibilities, risks, and the proposed scope.

Where CFLED and a customer or partner proceed, the relevant written scope, proposal, order, or service agreement should identify the parties, deliverables, responsibilities, fees, payment arrangements, schedule, and any service-specific conditions. No engagement is guaranteed merely because an enquiry has been received.

CFLED does not publish standard prices on this website. Pricing is provided according to the specific programme, project, or service scope. Any applicable amount, currency, payment stage, method, tax treatment, or receipt arrangement should be stated in the relevant written terms or payment instruction.

This public website does not currently provide a checkout or collect payment-card details. A separately operated platform or payment provider may apply its own transaction terms. Customers should use only payment instructions connected with the relevant confirmed engagement and should contact CFLED if a payment status is unclear.

Work begins according to the applicable written scope. That scope may make commencement dependent on confirmation, information, access, approvals, or payment. Until those requirements are agreed, the website does not establish a universal commencement date.

A customer or partner is responsible for:

• providing accurate requirements, decisions, content, and contact information;
• having permission to provide materials, data, and instructions;
• cooperating with agreed reviews, approvals, access, and dependencies;
• using delivered services and systems lawfully and as documented.

Changes to scope, timing, dependencies, or fees should be agreed through the applicable engagement process rather than assumed from general website content.

Cancellation and refund eligibility depends on the specific service, work already performed, resources committed, third-party charges, the written engagement, the facts of the transaction, and applicable law. There is no universal promise that every payment is refundable or that every payment is non-refundable.

The process for making a request is explained in the Refund & Cancellation Policy. A payment provider may process an approved refund through the relevant payment channel, but it does not determine CFLED's underlying refund eligibility.

Website content, branding, software, images, and other materials may be owned by CFLED or used with permission from their respective owners. You may view and use the public website for its intended purpose, but you may not misrepresent, remove ownership notices from, unlawfully copy, or commercially exploit protected material without the relevant permission.

Ownership or licensing of project deliverables, customer materials, data, software, training content, and other engagement outputs should be addressed in the applicable service-specific agreement. These website terms do not replace those arrangements.

You must not use the website to:

• break applicable law or infringe another person's rights;
• submit unlawful, deceptive, harmful, or unauthorised material;
• introduce malicious code or attempt to bypass website security;
• interfere with availability, overload the service, or access non-public systems;
• impersonate another person or falsely claim a relationship with CFLED.

CFLED may restrict access reasonably necessary to protect the website, its users, or its systems, subject to any applicable agreement and law.

CFLED aims to present useful and current institutional information, but general website material may be updated and may not address every circumstance. Unless a written engagement expressly states otherwise, public financial-literacy, research, programme, and project information is educational or informational and is not individual financial, investment, legal, or tax advice.

The website links to project, partner, and other external services and uses providers for functions such as maps, fonts, media delivery, hosting, and enquiry-email delivery. Those services may have separate terms and privacy notices.

CFLED does not control every external website and does not endorse every statement, product, or service solely by providing a link. A separately operated CFLED project may also publish terms specific to its users and transactions.

CFLED may maintain, update, suspend, or correct website features where reasonably necessary. The public website is provided without a promise that it will always be uninterrupted or error-free. Service availability and remedies for a paid engagement should be addressed in its specific written terms.

Nothing in these terms excludes or limits responsibility that cannot lawfully be excluded or limited. Any service-specific allocation or limitation of risk should be stated in the applicable written agreement. CFLED is not responsible for a failure caused solely by an external service, unauthorised use, or circumstances outside its reasonable control to the extent permitted by applicable law.

For a service concern, payment question, refund request, privacy matter, or website issue, use the Customer Support page, the website contact form, or the contact details below. Include the service or project, relevant dates, a transaction or receipt reference where applicable, and a clear description of the issue. Do not send a card PIN, password, or full card details.

No fixed acknowledgement, resolution, or refund-processing time is promised by these general terms. A service-specific agreement may provide additional arrangements.

The Privacy Policy explains how the current public website handles enquiry information, technical data, local theme storage, and third-party providers. A separate platform may publish additional privacy information for its own users.

CFLED may update these terms to reflect changes to the website, services, or applicable requirements. Revised terms will identify their effective date. Changes do not silently replace contrary terms already agreed for an existing engagement.

CFLED operates in a Ghanaian context. The governing law and dispute process for a paid or institutional engagement should be specified in its service-specific agreement or determined under the law that applies.
