This policy explains the review process without creating an automatic entitlement or a blanket prohibition. Service-specific terms and applicable law remain important to every decision.
Scope of this policy
This policy explains how CFLED reviews cancellation and refund requests for payments made directly to CFLED under an agreed programme, advisory assignment, implementation, or other service engagement.
A project platform or third-party service linked from this website may be operated under separate terms. Its own payment, delivery, cancellation, and refund rules may apply. The service-specific proposal, order, invoice, or agreement should identify the applicable terms.
Cancellation requests
Submit a cancellation request as soon as possible through the Contact page or by emailing info@cflec.org. Include the service or engagement, the requester and organisation, the relevant reference, and the reason for cancellation.
CFLED will review whether work can be stopped and what obligations or committed costs remain. A cancellation request does not automatically cancel an engagement or establish a right to a refund.
How to request a refund
Provide enough information to identify and investigate the transaction, including:
- Payer name and contact information
- Organisation and service or engagement, where relevant
- Payment date, amount, currency, and payment channel
- Transaction reference, receipt, or other proof of payment
- The reason for the request and the outcome requested
- Relevant correspondence or supporting evidence
Do not send a card PIN, password, CVV, one-time code, or full card number.
How eligibility is assessed
CFLED does not apply a universal “all payments refundable” or “all payments non-refundable” rule. Each request is reviewed on its facts and may depend on:
- The applicable proposal, order, invoice, or service-specific agreement
- The nature and stage of the programme or service
- Work already performed and value already delivered
- People, facilities, materials, or other resources already committed
- Third-party charges that cannot reasonably be recovered
- The timing and circumstances of the request
- Applicable consumer-protection and other legal requirements
Services already commenced
Where research, design, training preparation, implementation, procurement, platform work, or another agreed service has started, CFLED will consider the work completed and costs committed. Any deduction, partial refund, credit, rescheduling option, or rejection must remain consistent with the service-specific agreement and applicable law.
Duplicate and erroneous payments
A suspected duplicate payment, payment made in error, or debit without a clear successful service transaction will be investigated separately. CFLED may need to reconcile its records with the payment provider or financial institution before deciding the request. Retain the transaction reference and contact your bank or payment provider where appropriate.
Approved and rejected requests
For an approved refund, CFLED will communicate the approved amount and the processing route. Where feasible and appropriate, a refund may be returned through the original payment channel. The payment provider or bank processes the transaction but does not determine CFLED's underlying refund eligibility.
Provider and bank processing times vary, so this policy does not promise a universal completion time. If a request is rejected, CFLED will communicate the decision and, where appropriate, the principal reason or available next step.
Complaints and escalation
If you disagree with a cancellation or refund outcome, reply with the information you believe was overlooked and request a further review. You may also use the Customer Support page for the complaint pathway. Nothing in this policy limits rights that cannot lawfully be excluded.
